From the available records it transpires that Bali Municipality emerged as an independent 2nd Lap Municipality on and from the 1st day of April, 1883 through separation of the town of Bali from the Howrah Municipality consequent upon the publication of a notification in the Calcutta Gazette of the 28th of March, 1883. Babu Bireswar Chatterjee convened a meeting to elect the Chairman and Vice-Chairman of the newly formed municipality in terms of letter no.1850 dated 28th March, 1883 from Mr. Buckland, Chairman of the Howrah Municipality forwarding to him Govt. letter no.699 dated 27th March, 1883 and asking the Municipal Commissioners to elect at once or after the 1st April, the Chairman and the Vice-Chairman of the Bali Municipality. During the first meeting of the Municipal Commissioners of Bali held on the 01st day of April, 1883, Babu Kedar Nath Chatterjee, L.M.S., Medical Practitioner and Rai Abinash Chandra Banerjee Bahadur, (Santiram Babu), Honorary Magistrate, were elected as Chairman and Vice Chairman respectively. As such, inauguration of an official website of this 125 years old municipality on this 01st day of April, 2008 is a historical event for us.
Bally Municipality may be visualized as an ideal institution of decentralized administration. But the situation was not same earlier. Prior to the left front rule in the state, it was not administered by the public representatives for good eighteen years. Bureaucrats deputed by the Writers' Buildings, who were insensitive to the needs of the common people, regulated the so-called developments. The subsequent municipal acts of 1980 and 1993 have helped us to break the shackles of underdevelopment.
We are obligated for sustainable development of the Municipal Area. We have a vision to make Bally Municipality a citizen focused and service oriented municipality with emphasis on the Improvement of Quality of Life of the Urban Poor. Our motto is:
To supply at least 135 lpcd potable water to all household.
To keep the city clean up to a benchmark through suitable implementation of the Integrated Solid
Waste Management Initiative through Public Private People Partnership method.
To arrange for proper Public Safety measures through adequate Street Lighting.
To arrange for primary health care for all the citizens, particularly the poor and aged.
To organize enrolment drive among the children with special emphasis for follow-up of drop-out girls.
To maximize the opportunities for employment generation.
To provide shelter to the Urban Poor.
To ensure the participatory approach in in Planning and Service Delivery Mechanism.
To adopt e - governance to facilitate decentralised service delivery system of the Municipality.
To facilitate the art, culture and sports to flourish among the citizen.
We are obliged to implement the 24x7 water supply project to supply potable water to all of our respected citizens through implementation of a 138.5 crores comprehensive project under JnNURM named as 'Surface Water Scheme for Bally Municipality, Kolkata', which is to be jointly implemented by the municipality and the K.M.D.A. The foundation stone of the same was laid by Shri Ashoke Bhattacharyya, Honourable Minister - in - Charge, Municipal Affairs Department, Government of West Bengal on 14.04.2010.
The Phase-I of the 808 lakhs dedicated project for Solid Waste Management with the aegis of the K.M.D.A. under the JnNURM is completed. Shri Ashoke Bhattacharyya, Honourable Minister - in - Charge, Municipal Affairs Department, Government of West Bengal inaugurating the Solid Waste Management Project on 02.03.2010. The municipality has formed a PPP venture with M/s Time Tech Waste Solutions Private Limited for collection, segregation, transportation, processing and management of the solid waste in tune with the Municipal Solid Waste (Management and Handling) Rules, 2000. We hope within a year or so, we would get a garbage free municipality.
The Phase-I of the B.S.U.P. is complete. Under the following components are constructed - Housing: 136 dwelling units - 6 blocks of 4 storied buildings (each Dwelling Unit measures 25 sq. m. with 2 rooms and individual toilet and kitchen) and Infrastructure: that includes Water Supply, Sewerage, Storm Water Drainage, Boundary Wall, Street Lighting, Community Hall and Roads and Pavements. Construction of 1108 numbers of Dwelling Units in the Phase-II of the B.S.U.P. is under progress.
We are duty-bound to provide primary healthcare for all the citizens, particularly the people living below the poverty line and seniors at our Patit Paban Arogya Niketan (formerly Liluah Charitable Dispensary), Belur, Kedar Nath Arogya Bhavan, Bally and Silver Jubilee Dispensary and Matri Sadan, Liluah.
The Development Plan (2007-2012) of the municipality prepared in terms of section 297 of the West Bengal Municipal Act, 1993, read with amendments thereupon, had got a lot of acclamation from the Kolkata Metropolitan Planning Committee. Now it is our duty to implement the projects from our soul, which we have done during the first year of the new planned era.
A Public Grievance Cell is set up within the Municipality with the Office Superintendent of the municipality being its nodal officer. The Municipal website shall act as the citizen interface of the PGC.
Shri Ashok Bhattacharyya, Honourable Minister-in-Charge, Department of Municipal Affairs and Department of Urban Development inaugurated the e-Governace software developed under the KUSP Programme and 'e-bally Poura Poriseva Kendra' at the first floor of the Annexe of the Central Municipal Building on 02.03.2010. At present were implementing the 'Birth & Death Registration', 'Trade License', 'Health System' and 'School Information System' Module of the e-governance package.
On 24th April, 2010, Shri Manabendra Mukherjee, Honourable Minister-in-Charge, Department of Tourism, Government of West Bengal, laid the foundation stone of the state-of-art guest house under name and style as 'Vivekananda Atithi Niwas', to be jointly developed and managed with the West Bengal Tourism Development Corporation at the vicinity of the divine 'Belurmath', the headquarter of Ramakrishna Mission and Math.
We reiterate that we do believe in such a standard of service delivery that is an end in itself. Some say we are pioneer in computerisation. But I do not say so. I say that we are pioneer in computer enablement, since we have been developing innovative systems in-house not for our own better housekeeping, but for giving service to the commoners' up to their satisfaction. We want to integrate all of our services at the doorstep of all the inhabitants living within our municipality irrespective of their social position.

I assure you that we shall thrive to extend highest standard of service to all inhabitants within the municipal area, basically weaker section of the society and improving their standard of living according to their demands on requirements and their active participation in this regard.
